Ukraine faces challenges of European integration into the common education area and European neighborhood policy, especially in the career guidance counselor education and it needs the useful experience of highly developed countries.

Our aim is to develop a model competence framework and curriculum for career guidance counsellor education in Ukraine and to introduce career counsellor education to the Ukrainian education system. This will support the strategic goals of Ukraine in the reform of the New Ukrainian School.

A group of 15 experts from Kyiv visited HAMK in October 2023. They familiarised themselves with the training programme for career guidance counsellors at HAMK’s School of Professional Teacher Education. Also, they started developing the competence framework and curriculum. After the week of visits, HAMK organised a serie of webinars to facilitate curriculum writing.

Dr. Maria Bratko and Dr. Olena Lytvynenko from Boris Grinchenko Kyiv Metropolitan University as well as our expert Carita Cruz took part in the International Association for Educational and Vocational Guidance (IAEVG) conference, which brings together professionals, researchers, and practitioners in the field of educational and vocational guidance. The conference is focused on topics such as career development, guidance practices, and the role of education in vocational outcomes.

Activity design and implementation

  1. Needs analysis. A needs analysis was conducted together prior to the project design as a desk study by HAMK and BGKMU. The project design was planned together in meetings and joint application writing.
  2. Staff mobility. A five days benchmarking trip to Finland will be organized by HAMK for 15 BGKMU staff.
  3. Online webinars. HAMK will organize 5 online webinars to support and co-create the curriculum for career guidance counsellor training in BGKMU.
  4. Competence framework and curriculum design. BGKMU will develop the career guidance counsellor curriculum benefiting from the structured process facilitated by HAMK via online webinars. The curriculum writing will take place between the webinars.
  5. Quality management, monitoring & reporting will be guided by a steering committee.
  6. After the project, BGKMU and HAMK plan to continue the cooperation in order to take forward the curriculum building, pilot trainings for career guidance counsellors, job descriptions for New Ukrainian School reform study advisors and supportive material.
