Define expands nationwide – HAMK involved from the very beginning

The defence sector network and operating model developed by the City of Riihimäki, Define, is expanding nationwide with funding from Sitra. The initiative covers six cities and two universities of applied sciences. HAMK has been a collaboration partner since the very beginning.
Defence Innovation Network Finland (DEFINE) brings together top experts, companies, and research actors in the defence and security sector from across Finland. Expanding into a nationwide network opens up new opportunities for investments, exports, and jobs in this rapidly growing field.
Each region brings its own strengths to the network, such as AI solutions, cybersecurity, or innovations in border security, and together they reinforce each other’s impact.
The City of Riihimäki is the main implementer of the network’s nationwide expansion and also coordinates its international activities, such as cooperation with NATO.
HAMK funds DEFINE and contributes research and educational expertise to it, focusing especially on the development of local AI solutions and education for the needs of the defence sector. For example, in autumn 2026 a new Master’s-level programme, Technological Solutions for Comprehensive Security, will begin.

The expansion enables us to leverage our expertise in the defence and security sector even more effectively together with various partners,” says Jukka Pulkkinen, Director of the HAMK Tech research unit at Häme University of Applied Sciences.
“The expansion of the operating model is a significant step for Finland in strengthening the creation of innovations in the defence and security sector and turning them into new business, exports, investments, and jobs – and above all, economic growth for the entire country,” says Laura Halenius, Senior Lead at Sitra.
DEFINE ecosystem actors and their strengths
- Riihimäki serves as the main hub of the project, focusing on cooperation with the Finnish Defence Forces. As a technological spearhead, Riihimäki invests in AI and autonomous solutions.
- Häme University of Applied Sciences focuses on developing local AI solutions and education tailored to the needs of the defence sector.
- Forssa focuses on ESG impact and expertise, ensuring a sustainable development perspective.
- Hämeenlinna focuses on security of supply and resilience, which are critical in managing exceptional situations.
- Espoo contributes deep tech innovations that combine top-level expertise from research and industry.
- Metropolia University of Applied Sciences focuses on autonomous solutions and physical AI in the defence sector, opening doors to intelligent transport and logistics solutions.
- Joensuu focuses on border security solutions, which are increasingly important in a changing geopolitical environment.
- Oulu strengthens the role of radio technology and 6G development, supporting Finland’s position as a pioneer in wireless communications.
