Strengthening Teachers’ Competence – A Collaborative Project to Support Continuous Learning

Vocational education faces challenges from tightening public finances, rapidly changing skills needs in the workplace, digitalization, and the diverse guidance needs of learners. It is more important than ever to provide teachers with opportunities for continuous learning and maintaining their skills. Our goal is to develop nationwide solutions for the changing competence needs of vocational teachers and educational institutions, as well as to strengthen training structures that meet teachers’ continuous learning needs in a cost-effective and systematic manner.

All universities of applied sciences offering vocational teacher education are participating in this development initiative, which is being implemented as a national group project. HAMK is carrying out a sub-project within its own operational area. HAMK brings to the group project its strong expertise in the development and collaboration of vocational education, as well as its extensive and diverse partner network consisting of vocational education providers. This broad network strengthens the project’s indirect impact and expands its target groups.

Target group

Primary target group:

  • teaching staff at vocational schools and universities of applied sciences, as well as
  • those responsible for the continuing education and professional development of teaching staff

Indirect target group:

  • providers and developers of teacher education
  • actors responsible for the continuing education of teaching staff at other educational levels
  • municipalities and representatives of labor market organization

Operating area

Nationwide.

Targets and key Content

The VALOHUB project aims to create a comprehensive overview of teachers’ continuing professional development needs by collecting and analyzing existing data and previous studies. Based on this, we will build a model for implementing continuous learning opportunities for teachers that is as standardized as possible and applicable nationwide.

  • We will produce an up-to-date overview of teachers’ continuous learning needs
  • We will develop common structures and operating models for implementing continuous learning
  • We will pilot flexible implementation models, such as small competency modules and competency badges
  • We will strengthen educational institutions’ competency management practices

The key objective is for the development of teachers’ competence to form a functional continuum from teacher education throughout their entire career and to better meet the diverse needs of education and working life. Special attention is paid to teachers in the early stages of their careers.
